about the Network Center for Retraining and Professional Development of Pedagogical Personnel under the Tashkent Institute of Textile and Light Industry
In accordance with Resolution No. 278 of the Cabinet of Ministers of the Republic of Uzbekistan dated September 26, 2012, titled “On Measures for Further Improvement of the System of Retraining and Professional Development of Pedagogical Staff in Higher Education Institutions”, the Network Center for Retraining and Advanced Training of Pedagogical Personnel was established at the Tashkent Institute of Textile and Light Industry.
The Network Center carries out its activities in accordance with the following regulatory documents:
– The Law of the Republic of Uzbekistan “On Education” approved on September 23, 2020;
– Presidential Decrees of the Republic of Uzbekistan:
No. PF-4732 dated June 12, 2015 “On Further Improvement of the System of Retraining and Advanced Training of Executives and Pedagogical Personnel of Higher Education Institutions”; No. PF-5789 dated August 27, 2019 “On the Introduction of a System of Continuous Professional Development for Executives and Pedagogical Personnel of Higher Education Institutions”; No. PF-5847 dated October 8, 2019 “On Approval of the Concept for the Development of the Higher Education System in Uzbekistan until 2030”; No. PF-60 dated January 28, 2022 “On the Strategy for the Development of New Uzbekistan for 2022–2026”; No. PF-14 dated January 25, 2023 “On Priority Organizational Measures for Improving the Performance of Executive Authorities”;
– Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan:
No. 797 dated September 23, 2019 “On Additional Measures for Further Improvement of the System of Advanced Training of Executives and Pedagogical Personnel of Higher Education Institutions”; No. 415 dated July 11, 2024 “On Measures for Effective Organization of the Retraining and Advanced Training System for Executives and Pedagogical Staff of Higher Education Institutions”;
– Order No. 12-2017 of the Cabinet of Ministers dated September 5, 2017 “On the Procedure for the Preparation and Submission of Graduation (Project) Papers by the Listeners of Retraining and Professional Development Courses of Higher Education Institutions”;
– Order No. 479 of the Minister of Higher and Secondary Specialized Education of the Republic of Uzbekistan dated September 14, 2020 “On the Introduction of Professional (Pedagogical) Retraining Courses at Centers for Retraining and Advanced Training of Pedagogical Personnel”.
Purpose of the Network Center:
The primary goal of the Network Center is to improve the quality of retraining and professional development processes for pedagogical personnel at higher education institutions, to align their knowledge and professional skills with the rapid development of their respective fields, to integrate innovations within the network into the educational process, and to facilitate the acquisition of new equipment and technologies by professors and teaching staff.
To achieve this goal, the Center sets forth the following tasks:
Implement retraining and professional development programs in general and specialized subject blocks relevant to higher and professional education institutions, and create a modern methodological and information-resource base for these disciplines;
Engage foreign specialists on a contractual basis, and invite heads of local design-technology institutions and large national enterprises to conduct retraining and professional development programs, especially in the field of high and innovative technologies;
Establish effective cooperation between education and industry by introducing mobile training sessions and organizing visits to enterprises equipped with modern equipment and technologies as part of the retraining and professional development process;
Create the necessary academic and technical base for conducting training sessions, including through the use of resources from production, research, design, and exploratory institutions;
Develop and implement training programs for the retraining and professional development of teaching staff in higher education institutions that incorporate the use of innovative scientific achievements, modern pedagogical and ICT technologies, distance learning, and independent learning, while taking into account the prospective development of relevant technologies;
Organize advanced training courses aimed at improving the quality of specialist training in accordance with the technological progress of the sector and ensuring development that aligns with the level of technical and technological advancement.
Effectively utilize the available resources of the sector to carry out the retraining and professional development of pedagogical personnel.
Types of Training Conducted at the Network Center:
The Network Center offers various forms of instruction, including lectures, practical and seminar sessions, field-based classes, masterclasses for experience sharing, independent study, and more.
A distance learning system utilizing information and communication technologies is also implemented. In accordance with established procedures, professional development courses on a paid contractual basis are organized for employees of relevant sectoral enterprises and institutions. Any amendments or additions to the list of training areas offered by the Network Center are made based on the recommendations of the Main Scientific-Methodological Center and are formalized through an order of the Ministry of Higher Education, Science, and Innovation.
At present, the Network Center offers professional development courses for higher education teaching staff in the following areas:
- Printing and Packaging Engineering
- Light Industry Engineering (Technology of Textile Products)
- Light Industry Engineering (Technology of Apparel and Light Industry Products)
Additionally, the Center conducts retraining courses in the following specializations:
- Occupational Health and Safety
- Environmental Science and Protection
- Mechanical Engineering
